Below are the stages of BICAM's development :

During the second Vatican Council in 1965, the Fathers of the Council resolved that "all preaching of the church, as indeed the entire Christian religion should be nourished and ruled by Sacred Scripture". The document in which this statement is recorded is known as Dei Verbum in Latin or Divine Revelation in English (no 21).

In response to the above, the World Catholic Biblical Federation, as it used to be called and now known as the Catholic Biblical Federation. The Secretariat of CBF is in Stuttgart, Germany.

In 1975, the Bishops of SECAM requested WCFBA to establish an Africa Service of the Federation for the co-ordination of Biblical Apostolate in the continent. The office of WCFBA, Africa Service was first established in Lusaka, Zambia before it was moved to Lome, Togo in 1978.

At the General Assembly of SECAM on 5th July 1981, BICAM was formally established for the promotion of Biblical Apostolate in Africa and Madagascar, and with its establishment,the WCFBA, Africa Service ceased to exist.“BICAM, as SECAM institution, took over the task of being the CBF Coordinator of CBF Africa region”.

In 1983, the headquaters of BICAM was moved from Lome, Togo to Nairobi, Kenya.

Pope John Paul II, in the Apostolic Exhortation Ecclesia in Africa, recognized and confirmed the mission of BICAM. He says in nr. 58 of the document: " to be encouraged is (...) promotion of the Biblical Apostolate with the help of the Biblical Centre for Africa and Madagascar and the encouragement of other similar structures at all levels " (EIA no.58)

During the 12th SECAM Plenary Assembly in Dakar, Senegal, in October 2003, the Bishops decided to move BICAM headquarters from Nairobi to SECAM Secretariat in Accra, Ghana.The decision was implemented on 30th June 2004.
